CEC’s operations began in the Spring of 2008 in response to the need for quality geotechnical services for central South Dakota. CEC is a woman-owned, native-owned business specializing in geotechnical engineering and construction materials testing services. Our laboratory is capable of providing a range of soil and concrete testing services to meet your project needs.

CEC’s staff is highly qualified and has an extensive amount of experience throughout South Dakota and the surrounding states with special emphasis on the soils and geology of the Missouri River valley. Our project experience ranges from small residential projects to large commercial and public works projects.

Elaine is a member of the Lower Brule Sioux Tribe in central, South Dakota. She graduated from Chamberlain High School and received a Bachelor of Arts Degree from South Dakota State University in Political Science from South Dakota State University in Brookings, an Associate of Science in Business Administration from Northern State University in Aberdeen and a Bachelor of Science in Business Administration from Metropolitan State University in St. Paul, MN.

Her background includes business development and management working closely with Government and Tribal programs on a contract basis. In 2008 Elaine was able to move back to the Chamberlain area where she co-founded Core Engineering & Consulting, LLC.

Patrick Engels, PE - Vice President ► click to expand

Patrick is a registered Professional Engineer in South Dakota specializing in geotechnical engineering. Patrick graduated from Minneota High School in Minnesota and received a Bachelor of Science degree in Civil Engineering from South Dakota State University.

Patrick began his career with the South Dakota Department of Transportation as the Assistant Foundation Engineer, then entered the private sector working with a regional geotechnical consulting firm. His project experience is broad-based with successful project completion throughout South Dakota, North Dakota, Minnesota, Nebraska and Wyoming. Patrick has most closely focused on deep foundations and slope stability, particularly in the Pierre Shale, and holds certifications in High Strain Dynamic Pile Testing and ACI Concrete Testing.

In 2008, Patrick co-founded Core Engineering & Consulting, LLC. Patrick’s current position places him in direct charge of all technical aspects of the firm. His focus on quality and customer service is the driving force behind CEC’s operations.
